1202252 - Tiles on New Tab twitch after drag and drop to a new position

STR:   (Win7_64, Nightly 43, 32bit, ID 20150901030226, new profile, safe mode)
1. Open New Tab page
2. Make sure you have at least 2 tiles
3. Grab 1st tile and drag it to new position
4. Release mouse button to finish drag and drop

Result:       Tab immediately moves to old position, and then in ~0.3 second moves to new position
Expectations: No teleportations. Tab should in ~0.3 second moves to new position, just like when you drag and drop a tile by ~20 from its original position (in this case it smoothly moves to old position)

This bug has been closed due to inactivity and/or the potential for this bug to no longer be an issue with the new Discovery Stream-powered New Tab experience.
