sarah, could you reassign this bug to the appropriate component please? thanks!.
Seen on Mac os 9.2 (2002-12-15-12-trunk).
Steps to reproduce:
1. Launch the above build.
2. Click on "command L". Notice the "Open web location" does not pop up.
Change to "Keyboard navigation component".

hi patty: actually, cmd+L should now move focus to and select the contents of
the urlbar. what you want is to use cmd+shift+L to bring up the Open Web
Location dlg. :)

marking invalid...am guess i need to update my test docs which might be
referring to the old/obsolete shortcut!
