Steps to reproduce:

My ssh key needs to be updated as I am no longer working at mozilla and my original key was tied to [e-mail]

Just to be clear, this bug is about more than a key update for an existing account, right? This is about creating a new account and transferring all existing privileges to it, and attaching the new key.

Old account has no scm levels assigned, currently. What access are you requesting an account for? What bugs was that access granted in for your mozilla account?

Account created, level 3 granted, hg enabled, ssh key added and password emailed to user. Give it 30-40mins to push out.
