This issue does not seem to be a regression, but the behavior of this issue has changed somewhat from previous builds.
On a 7/21 build, the https://support.mozilla.org/en-US/products website will still not collapse the URL bar when scrolled at all, even after the user navigates to another page and then returns to it.

I believe this is because the page is simply not tall enough to trigger the scrollgrab event when scrolling up. In any case, this is not a blocker.
