STR:
1. Pin a site and close the window
2. Open a new window and navigate to the pinned site
3. Check the URL bar

Expected result:
1. The URL bar should be collapsed, and unable to expand via scrolling down page

Actual result:
1. The URL bar does not collapse, and can to collapse/expand via scrolling up/down page
