STR:   (Win7_64, Nightly 43, 32bit, ID 20150907030206, new profile, safe mode)
1. Open https://addons.mozilla.org/en-US/firefox/ in a new tab
2. Click identity block in urlbar saying "Mozilla Foundation (US)"
3. Click ">" arrow at the right of "Permissions" block

Result:       All text in that pane twitches at the end of animation, because it displays a scrollbar
             (which is being removed at the end of animation)

Expectations: There should be no scrollbar in that pane if (and only if) there's enough place
              to display its contents

We have removed the subpanel from our design and any set permissions will live on the first panel of control center.
