1202728 - Re-positioned chrome elements show boundary boxes over Flash objects

It seems like any element which is either non-square or semi-transparent, will have some kind of boundary box visible when it would overlap a flash object (and judging from bug 1041179 quite possibly any other sort of non-html object, like java for instance).

STR:
1) Install latest version of Beyond Australis (currently/previously called The Fox, Only Better)
2) Go to https://www.dhs.state.il.us/accessibility/tests/flash/video.html
3) Resize the window and scroll the page so that the flash video object is centered and at the very top of the viewport.
4) Mouse over the toolbars area or the sky lights as in the screenshots.

In screenshot 1 the node has a simple box-shadow that overlaps the flash object.
In screenshot 2 the toolbars have a slightly more complex dynamic clipping, to avoid bug 1041179.

Possibly, but I don't know enough to be sure.

We're in the process of removing support for plugins (bug 1677160) and bug 1687239 has removed the relevant Layout code, so this bug is irrelevant now.
