The top layer concept is being implementing in bug 1126230. With that done, browser.html and Firefox OS won't be able to display fullscreen warning, because the fullscreen iframe would be rendered on the topmost. (XUL <browser> is not affected because it cannot be out-of-flow and thus it won't be rendered in the top layer.)

I propose to add a new internal value -moz-top-layer to position for that.
I forgot I had submitted this bug before...
