Save as web page complete saving 'denied' images

If I load the page in Nav, and it's "Done", 'save as' shouldn't cause network
activity to go and get all the images I already said I don't want.

I don't understand this bug.
What does "denied" mean?
Regarding network activity, I'd expect it to follow your cache preferences (grab
image from your cache if your prefs are set up for that).

Denied, as in 'block images from this server', Image Manager, or don't show
third party images.

Yes, if it's expired, it would have to refetch. I don't think anything still
being displayed should ever expire, but that's a seperate issue.

This is about the page being completely recieved and cached, but save as still
fetching the images I've told it I don't want.
