When saving files, use Last-Mod: HTTP header to set date info in file system

Saving files should set store the Last-Modified: HTTP header info in the normal filesystem way. "wget" does this. On UNIX, this would be the "mtime" attribute. If I were feeling a little more snobby I'd add 'dataloss'. :) Linux 2002011606.
Should this go to Adam? note: if the url is a file or ftp url we need to do something else.

... but now this bug is in the Firefox product, so I guess let's fix that? 🤷‍♂️
