Details
Saving files should set store the Last-Modified: HTTP header info in the normal
filesystem way. "wget" does this. On UNIX, this would be the "mtime" attribute.
If I were feeling a little more snobby I'd add 'dataloss'. :)
Linux 2002011606.

Should this go to Adam?
note: if the url is a file or ftp url we need to do something else.

Is this different than what bug 178506 wants, or a real dupe?

This is the Composer-specific version of the bug. It is a core issue so this
could be duplicate or dependency or neither.

... but now this bug is in the Firefox product, so I guess let's fix that? 🤷♂️
