STR:   (Win7_64, Nightly 43, 32bit, ID 20150909030223, new profile, safe mode)
1. Open Scratchpad (Shift+F4), type "asdf" in Scratchpad
2. Minimize Scratchpad window
3. Right-click the Scratchpad button on taskbar, click "Close"

Result:       Confirm window appears in top left corner of screen; Scratchpad window isn't visible
Expectations: Scratchpad window should be visible; Confirm window should be aligned
              at the center of that window

Compare that behavior to these Steps (correct behavior):
1. Open new Fx window, open some tabs in that window
2. Minimize window from Step 1.
3. Right-click the corresponding button on taskbar, click "Close"

Result == Expectations:   window becomes visible and confirm dialog is placed at the center of window

I left it "Undefined" because I don't know if it's programmatically possible to make this

1. Open Scratchpad, set "Environment" -> "Browser"
2. Execute "setTimeout(function(){prompt()},4000)"   (without quotes)
3. In less than 4 seconds minimize all firefox windows (e.g. press Win+D)
4. Wait until the Firefox window's button on Windows Taskbar becomes orange, then open it

AR:  Dialog is placed at the top left corner of the screen
ER:  Dialog should be placed at the center of the Firefox window opened in Step 4

I could reproduce the issue on latest Nightly(48.0a1) on Windows 10.
