STR:
- Submit a FxOS Add-on. This should create a new pending version for this add-on.
- Submit a new version for this add-on

Expected result:
- The older version should be set as obsolete

Actual result:
- The older version is still pending


Note: this is mostly an API/Backend bug. However, the frontend pages will need to know about a new status, "obsolete".
