Currently `repo sync` is run with '-j100'.  Investigate if changing this to a much lower number (ideally 1), is a feasible approach.  At the bare minimum this might help reduce the load on gitmo.

Note:  This so far in testing produces results within +/- 1minute of previous clone times.  We can monitor build durations for the emulator/device worker types to ensure that times don't get too crazy off.  At this point the downtime/slowness caused by hammering gitmo (assuming this fix will help that) is much worse overall than adding a minute to the build.  BUT! we definitely want to revisit this and try to speed builds up against because 1 minute spread across thousands of jobs is huge.
