1203785 - Restricted profiles mode: Remove Private Tab text in the History panel UI.

Steps: 
1. Open Firefox for Android Aurora 42.
2. Tap on the History panel.
3. The UI shows the following text: "Psst: using a <u>New Private Tab</u> won't save your history.

Expected result: Since I'm not supposed to be able to open a private tab, I shouldn't see this text.

When I tap on the link, the menu opens, but I don't see an option to open a private tab.

Related to bug 1125290. I forgot to mention that I performed the steps above in restricted mode (Nexus 9).
