if you go to a https site without having psm installed you get a warning:
"This document cannot be displayed properly unless you install the Personal 
Security Manager (PSM)"

it has nothing to do with display "properly". It doesn't display at all. You 
cant go to the site!

I don't really care.  It's a small change.  Feel free to check it in if you
want. (a=blizzard on behalf of drivers for 0.9.8)
does the url above trigger this warning? i suppose i could test.
r=timeless. the warning doesn't show for the testcase, so the current text is
never more right than with "properly" removed.

My text was correct both for an HTTPS page, and for an HTTP page containing 
HTTPS items. 

The revised text is correct for an HTTPS page, but it does not tell the truth 
for an HTTP page containing HTTPS items.

This fix should be backed out.
