We need to click on the small icon on the right of the attachment to be able to download it. It's a lot more logical, according to the general design, to click on the whole line.
QAwanted for a branch check.

One complicating consistency factor is that although currently we only have one action per download both before and after download (before: [download], after: [view]), we will soon (post bug 1017924) change to have two actions after download (before: [download], after: [save] [view]). I suppose we might also grow a [forget].
Additionally, right now we have no ability to cancel downloads or affordance to delete the downloaded file from inside the mail app, so accidental clicks would be a real problem. It may also be a little while after bug 1017924 is effectively implemented before cancellation can be made to interrupt actively-downloading downloads. (It's really too bad the native DOM promises didn't end up supporting cancellation.)
But so the summary is that I don't think we want/can naively do the whole bar, but increasing the touch areas is very do-able. Or if we did a clever state machine where a tap not on the button would start an N second countdown before we actually issue the download request to allow efficient undo-style cancellation by tapping the whole bar again, etc.
clearing qawanted because all branches are the same.

I think my main issue was the lack of affordance: I couldn't easily understand I needed to click on this icon, as it does not look like a button (no border for example).
