Sometimes (see bug 22687, bug 546932) bugs attract a lot of advocacy comments. In those cases, it could make sense to restrict commenting to people of a certain group, e.g. to the ones with 'editbugs' permission. github.com does this, see e.g. https://github.com/WhisperSystems/TextSecure/issues/1705: "This conversation has been locked and limited to collaborators."

I agree this would be a great feature. For those that cannot comment I think it would be good to be able to offer an alternative and a description on a *per-product* basis. For example, addon bugs might want to link to discourse, Thunderbird bugs might want to link to the newsgroups, etc.
bugzilla.mozilla.org already has this feature. i've enabled comment restrictions on the two mentioned bugs. as upstream bugzilla doesn't have this i'm leaving this bug open. You are right, the person restricting it can just make a comment, that is much easier and more effective than what I proposed. I was just thinking it would be troublesome for people if restrict comments is enabled without an explanation and no alternatives to complain about it :)

It would be great if this was done on a per-product basis. For example, restrict comments to those with editbug (or custom editbug) privs to ProductA, which could be a different set of users compared to ProductB
