This ticket tracks implementing a device handshake or capabilities message exchange to the WebChannel message handler in Fennec. The intention is to opt-in or opt-out of certain things at load-time, to avoid baking everything into the context=fx_fennec_vN parameter at request time. Discussion of this has happened in a bunch of places: things started in Bug 1191067, moved to private email threads and some face to face meetings, and have now coalesced around https://github.com/mozilla/fxa-content-server/issues/2917.

This doesn't have to be in place for day one, but we want it as soon as possible since it makes for a smoother experience for all existing Fennec FxA users.
