1205292 - Disallow new sync users

For now we only support existing Sync users. We need to implement the key generation part to be able to create new Sync users from Firefox OS. Until that happens (not before 2.5), we need to disallow that and show the user an error asking her to use that account from other product (Desktop, Android, iOS).

Note that signing up for FxA from iOS is also at risk right now (at least for shipping any time soon), so if we mention other products in a string, we probably should not explicitly point to iOS right now.

Note: We found https://github.com/mozilla-services/syncto/issues/53 while trying this out, so that will also need to be fixed for this flow to work.

But the patch looks all good!
