This is annoying
Sync 1.1 is reaching EOL. To stop seeing that, do one of the following:

1) disconnect from legacy Sync
2) upgrade to FxA Sync

Perhaps the bar could give the option to disconnect or at least open the sync preferences?

Sorry for the delay - there should be an "upgrade" button on the infobar. If you don't see this, could you please attach a screenshot?
There's an upgrade button but no way to disconnect
Maybe it's not worth having but I put up with bar for a long time before filing this bug and disconnecting sync. Is there telemetry on the number of people in a similar situation? i.e. those who have been prompted to do something but never did.

Right - the upgrade button takes you to Sync preferences where you can disconnect - but I agree that's probably not obvious. Given we are soon killing the old Sync completely, I opened bug 1205928 to try and find something sane to do for users who are still putting up with it.

Firefox is reporting this via FHR, but for various reasons we don't have access to this data in a sane way. However, we do know from the server logs that a significant number of users are still hitting the legacy servers, so we can assume that all of these using Firefox 38 (iirc?) or later are seeing this infobar.
