Details

Using Nightly 43.0a1 x64 2015-09-16 in win10 x64 build 10240. STR: in a clean profile - open any page, eg. https://www.mozilla.org/en-US/ - open Performance Monitor via Menu button or via Shift-F5. - Press "Start Recording Performance": you'll see that it starts recording. Stop recording. - Now open a Private Window and then back switch to the normal window. and press "Start Recording Performance" again (the "gauge" button on the left cannot be clicked, it's grayed out): you'll see that it doesn't start recording again. Now, switch to the private window: Recording Monitor doesn't work in that neither. Now, if you close the private window, then Recording Monitor (if you close and reopen it) works again in the normal window. The issue occurs in both e10s and non-e10s windows.
This is tracked in bug 896222 -- bug 1196947 will display a more helpful message for this scenario, though
