User Story
User: Firefox User User story: I would like the Suggestions to not appear one after another: I am not a user that turned off suggestions from the cog wheel, but would like them to appear not right after I closed one. Rationale: 1. When a user blocks a ST, another one is displayed right after 2. Enhances user experience with ST and decreases annoyance Considerations: 1. When more than 1 total suggestions is displayed to the user, ideally it should be spread out within a 24 hour period 2. Since there are no optimization considerations like 'show best performing ST,' the display methodology would still be random 3. This should be developed in conjunction with Enhanced Blocking

Oyiptong, Nanj - tile pacing is a bigger topic and an long term solution is needed. Until we get remote new tab ready and updatable, which won't be until late Jan '16, we need an interim solution to have Suggested Tile no appear one after another. Particularly when users block a suggestion, another one appears right away. This is a poor user experience right now. Can we use the built in click-capping to prevent a succession of suggestions? i.e. if one suggestion is blocked, don't show another one until 24 hours later.

I think for those who dislike suggested tiles, whenever they want to block a tile, FF could ask them if they'd like to turn off the ST completely. For example, by firing up the "New Tab Control" cog for them automatically. Ideally, users should be able to have a finer-grained control on this, such as blocking a single tile, a publisher/partner, a category, or blocking everything.

These are users that don't turn off suggestions completely. Until we're able to assign frequency caps per account, campaign or category, is there a way to frequency cap total suggestions by user or spread them out?

There isn't much that can be done on the server-side except perhaps not serving more than one suggested tile per fetch. To implement a daily cap for any suggested tile would necessitate Firefox changes.
