Details
Right now, if we have an Android Account and try to go to "about:accounts?action=force_auth", we'll always go to /force_auth. We can do better: we could interrogate the Account's "action needed" and only go to /force_auth when the Account is not healthy. Otherwise, we could go to ?action=manage. (Or even just redirect to the prefs.)
