Add a panel to the operator dashboard tool for operators to specify the late customization set. This set should be separate from and unrelated to the operator shelf set, but we should use the same logins (possibly a new permission?).

The new link, for late customization set is available, but I cannot save the new added apps.
According to the error from the console (403) is a permission issue. 
If you need us to check anything else, permission rights are required.

I'm not sure how you get there without having permissions. I only get to see the ones I have permissions for.

I gave you permissions for megafon/af so it should work now. I didn't see any permissions on your account.
