1205572 - Wrong ordering of jobs inside a group if jobs are starred

For the following changeset on treeherder you can see that the jobs are wrongly sorted. First all the starred jobs are listed followed by the jobs which had been retriggered or run later.

Not sure if that is intended or not, but having the same job names side by side would make it way easier to scan which jobs need to be retriggered.

Specifically I'm talking about the Linux opt platform and the en-US locale.
