Steps to reproduce:
Thunderbird 38.2
1. Create task in local calendar with start time and due time
2. At start time, the alarm is triggered correctly.
3. Close the reminder dialog.
Actual results:
At due time (minus the offset, if one is set) no alarm occurs.
Expected results:
Alarm at due time minus the offset, if one is set) should be triggered as expected.

The standard options in the Reminder drop-down of the New Task dialog, as well as the default reminder preference for new tasks, will only create a reminder relative to the task's start date. To set a reminder relative to the due date, you need to choose "Custom..." in the Reminder drop-down of the dialog, and add one with the setting "before the task ends". Bug 1048175 exists to make that option available directly in the New Task dialog.
