I saw this bug several months ago and it appears to be back. I'll see if I can get STR.
So far it seems to happen in multi-monitor configurations on the 1x content scale monitor only.

I can't get STR. It might be difficult to reproduce.

WFM for now, reopen if you see it again and have STR. Also not really sure why this is in the Panning and Zooming component, it doesn't look like an APZ issue.
