The page states that:

For backwards compatibility, you may also omit the leading "./" or "../" characters, treating the path as an absolute path from your add-on's "lib" directory:

Trying to load a file absolutely from the lib folder results in:
Message: Module `background/messenger` is not found at resource://gre/modules/commonjs/background/messenger.js
Updated the page. I think this form is not supported by jpm.
