120625 - Link navigation stops working

The browser sometimes gets into a state where clicking on some links fails with
an alert that says, for example, "The file /quality/help/bug-form.html cannot be
found. Please check the location and try again."  (I just got this particular
message when I tried to click the "Report a Bug" link on
http://bugzilla.mozilla.org .)

If I copy/paste the link I'm trying to navigate to into IE, the page comes up
normally (i.e. the web server is there and working fine... there's no reason for
Mozilla not to display this page.)

Also, when this starts happening, it doesn't happen on all links (or web sites).
 For example, this is happening now on the bugzilla home page, but if I go to
www.yahoo.com, it works fine.  (For that matter, it's only happening on the
"Report A Bug" link on the home page just now.)

I've seen this at various times, but don't have a recipe for inducing it yet.

I have seen this same problem on occasion using recent Mozilla nightly builds
on Win 2K.  For me, the problem occurs sporadically, usually after browsing at
several sites.	When the problem occurs, I receive the message 'The file
/cannot be found.' in two different situations:
- when pressing the Back button to return to the previous page
- when selecting a bookmark to navigate to another site

The way around this problem is to clear the cache.  After I clear the cache, I
can navigate successfully using bookmarks and the Back button.
