Steps to reproduce:

The "Search with current engine" segment is a command, and should have a different background for hover and hover:active.

And shouldn't "Search settings" have a different background for hover:active?

This was initially designed as a label, not as a command (and it's still purposefully not keyboard accessible). We made the click there work in bug 1110235, but the description there said:

For the 'Search settings' item, it should behave like the footer of other panels. Unfortunately the styling of the download and the bookmark panel footers are inconsistent :-/.

The only way to go to Google/Yahoo Search page (when there's no value in the search bar) is pressing "Search with current engine".

I think it's important to change the current behavior. Could you try? :)

Pressing <enter> also works.

I disagree, but it's a UX decision anyway (Stephen, what do you think?).

Many users are "Mouse Oriented".
