1206767 - Add support for ``tier`` field for jobs going to Treeherder

Job Collections in Treeherder support a value of ``tier``.  This is becoming increasingly popular to use for data.  It would be great to get this support added to Task Cluster as it submits jobs to TH:

Nope, things should be working now.  The task definition in the bug linked there makes use of it.
