This is a follow-up to bug 1203393 comment 20. We should try to only build libgcc and not the entire gcc. Also from that bug: "Apparently, running configure under libgcc/ is not enough, but you can use `make all-target-libgcc` and `make install-target-libgcc` to build and install just that instead of the whole of GCC."
