"Tell me when a website asks to store data" pref has no effect

In Preferences -> Advanced -> Network, ensure the "Tell me when a website asks to store data for offline use" checkbox is ticked.
Then visit e.g. http://people.mozilla.org or http://www.cbc.ca.
Offline data is stored and appears on the preference page without any notification ever being shown to the user.
My expectation was that without explicit user permission, nothing should be stored when this checkbox is set.
I'm not sure this is the correct component for this bug as I don't know the potential implications -- please move if appropriate.
