Could you attach a testcase, please. In addition, upgrade to Firefox 41 and test if it's reproducible, because Firefox 36 is not supported anymore.
Yes, works on FF 41, Vista. http://www.filedropper.com/file_89 <- somewhat huge file. Plus make a shortcut named file in the download directory. Clicking on the downloaded file in "show all downloads" or "downloads" panel in FF opens the link. Looks like a bug.
Same behavior with E11, I'll say it's a Windows issue.
