Steps to reproduce:

When I close multiple tabs (let say tab #1, #2 and #3) and I want to restore only one tab (#1), I have to restore all other tabs (#2 and #3) and close them again.

It will be great if I could select the closed tab I want to restore.

You can, using the History menu either from the ≡ Menu Button panel or the menu bar. Were you not aware of this, or are you specifically asking to turn the Undo Close Tab context menu item into a submenu with multiple entries?
