We want FxOS Add-ons and their versions to be soft-deleted by default, recoverable by admins. See https://www.pivotaltracker.com/n/projects/1403820/stories/103624166

I'm assuming that we want:
- To keep files
- To free the slug
- For versions, to free the version number
- To implement an undelete() functionality for admins.
