Steps to reproduce:

I loaded a page with dev tools open and saw the Network panel populate. I then used the Wrench icon to close and open devtools. When I did, all the data in the Network panel was removed and I was told I had to reload.


Actual results:

Um, see above.


Expected results:

It shouldn't wipe just because I closed dev tools.
