120846 - Page Info Dialog: column splitters misbehaving

Visit a web page with images on it.  Bring up the page info dialog ((e.g.
view->page info) and select the "images" tab.  Now try playing with the column
widths using the splitters in the header row.  

Expected results: 
columns resize as expected

Actual results:
Attempting to move the splitter between "width" and "height" will actually move
the splitter between "image URL" and "width".  Similar problems with some of the
other splitters.

This is present at least as far back as 0.9.7, and happens in both Modern and
Classic.

I see similar behaviour on the "forms" tab, too.

This *sounds* like it's related to bug 79961, but doesn't match it perfectly, so
I'll leave those who know more about the innards than I do to decide whether
it's a dupe.

page info is about to be completely rewritten (as soon as tree opens for 0.9.9
the patch is landing).  Please retest after that.
