Clean-up and shared facilities refactoring; expose a common IAC-messaging method for use by all FTU modules.
There's some minimal changes in bug 1193587 that facilitate the late customization panel (in-tree, not an add-on), so unblocking.
No longer blocks: 1193587
Abandoning this approach for now. Will evaluate possibility of migrating FTU to NGA post 2.5.
