STR
1. Go to about:preferences#search
2. Remove DuckDuckGo
3. Go to duckduckgo.com
4. Observe that the searchbar doesn't offer to add a new engine

BrowserSearch.addEngine causes this to be classified as a "hiddenEngine".
I think in that case we shouldn't add the engine offered by the page, but should (offer to) unhide the default engine that's currently hidden.

I'm pretty sure this is a dupe, although I can't find an older bug right now.

Downgrading the priority of this, as improving the preferences for managing search engines is being considered in the coming year. Currently, it's possible to re-enable removed search engines in about:preferences#search by clicking the "Restore Default Search Engines" button.
