As discovered by flod, 404 pages like https://www.mozilla.org/fr/thunderbird/foo are broken while https://www.mozilla.org/en-US/thunderbird/foo is working.

Actually, not sure if broken redirect or issue in PHP system
The legacy PHP system will retire soon. Bug 1204579 should fix the issue.
