Details

Steps to reproduce:
1. Load MP-stage My Submission page https://marketplace.allizom.org/developers/submissions 
2. Submit 2 apps using the same manifest

Expected results:
Just one app per manifest can be submitted.

Actual results:
User can submit more than one hosted app using the same manifest.

Notes/Issues:
Verified on FF44(Win 7). Issue is reproducing on MP-stage and dev.

According to krupa, the check for duplicate manifests is disabled on stage.
