Open http://output.jsbin.com/micumar/11/ in Firefox (regular or dev edition but not nightly where scroll snap is currently broken) on Windows 10 and try to scroll. The demo disables scroll snap after you scroll down more than 5000px and enables it again when you scroll back up.
The bug is that while you're in the scroll snap area, scrolling gets waaaay faster than in the bottom area. This makes the whole scroll snapping basically unusable in Windows 10 as the top slides containing important content are almost automatically scrolled through and you have to be very precise to land where you want.
It works fine on OS X 10.11.
