For this story in pivotal https://www.pivotaltracker.com/n/projects/1403820/stories/103691214 ("As a reviewer I want to be able to install the latest version of the add-on on FxOS.") we need to: - Implement a reviewer-specific mini_manifest that can point to arbitrary versions -Implement a special download url that signs the package on the fly with reviewer certs Those 2 views should only be accessible for reviewers, and work on every non-deleted extension/version, even if not public. The reviewer mini-manifest URL needs to be exposed in the API as well.
