If you follow the steps to reproduce, you will see that the radiobuttons for
both options are checked, but the UI behaves according to the latest setting.
So I guess it's a repaint problem.

Reproducible: Always
Steps to Reproduce:
1. Open Preferences
2. Go to "Privacy & Security"
3. Click on "Images"
4. Set your pref to "Accept images that come from the originating web server only"
5. Then click on "Accept all images"
Confirming on 2002011503 Win2k with Modern skin.
