Currently we have some hard-coded logic to handle ignoring region.properties files for Firefox repos (bug 1207829). However, instead of detecting project repo URLs, it'd be better to just have some way of adding resource filters to projects to filter which resources are loaded during sync.

I propose we add a new "ResourceFilter" model that stores a regex that is applied to every filename relative to the root of the repo checkout it's located within. A project can have several ResourceFilters, and if a ResourceFilter doesn't match a filename, the file is excluded from sync.
