It does exist but it's internal: it provides the global console object: https://dxr.mozilla.org/mozilla-central/source/addon-sdk/source/lib/sdk/system/globals.js. I would not expect add-ons to use it, and I don't expect us to start documenting internal SDK modules at this point.
