At least with German SeaMonkey 2.38b1 (Windows NT 6.1; WOW64; rv:41.0) Gecko/20100101 Firefox/41.0 Build 20150923195647 (Classic Theme) on German WIN7 64bit the setting mentioned in workaround about:config - mail.server.serverX.valid does not exist, so workaround can not work
An e-mail-client what does not allow to add new accounts (in some cases) is something rather annoying, so MAJOR.

For me seemed to be already a problem with SeaMonkey 2.5, but the reason is something else: with the test account in 2.5 the problem did not exist. So I observed: 1. Launch SM browser 2. into url location bar type "about:config" → <enter> → confirm warning » properties list will appear 3. Into find bar input line type "mail.server.server" » : lots of properties with mail.server.serverX ("X" represents a numerical value" will be shown, but not a "mail.server.serverX.valid" BUT: I simply tested in a bad order It seems that property "mail.server.serverX.valid" only does exist for servers with result "false". In my user story test I simply had a bad sort order or whatever so that I simply missed the entries in the very long list of entries. In a new test I found "mail.server.server21.valid=false" and "mail.server.server24.valid=false". So the problem is NOT that the workaround does not exist, but only that it might be difficult to find the entries. I created a toubleshooting guide what might be more simple, especially for unexperienced users, at <https://wiki.mozilla.org/SeaMonkey/Troubleshooting> But of course not all users havt the same understanding of complicated / easy
