Currently, the only review options are Reject and Publish. There is no way to escalate an add-on to an admin reviewer.

This is known, as escalation is not included in the MVP.
Escalation was originally in our request for the MVP but de-prioritised given the time available.  With 1 or 2 reviewers doing add-ons it shouldn't be a problem at first.
