Steps to reproduce:

1. Run Nightly 44.0a1
2. Open Developer Tools
3. Enable Responsive Design Mode
4. Set "320×480" size (default)


Actual results:

Scrollbars is displayed in Nightly 44.0a1. In other version it is not displayed. Please refer to attached image.


Expected results:

Is this behavior correct? If not, scrollbars should not be displayed.
